I think it's "but you'll always be part of my plan". lyrics are personal, and not always easy to interpret b/c we can't always figure who & the meaning. But this song sounds sorta sounds like an apology to a love or friend. Or, perhaps, the "you" is a life plan, or a potential mate. Who knows. But the empty picture frame has gotta be someone gone, or someone/thing not fulfilled. there was this song by Carly Simon called "You're so Vain" and for years nobody knew who it was about. I heard recently she revealed it was about some arrogant producer/music biz guy! I always assumed it was about James Taylor!

Ha! That's funny you mention that song...a couple of friends of mine were in a metal band called Faster Pussycat (from the 80's) and they covered that song. It was one of their biggest hits! But the name Floyd...didn't they record in Pink Floyd's mansion?
